maybe the reason is related from the windows or the connection is not allowing to enter msn and hotmail i had the same problem and when i asked they told me the Cable connection Company had a problem so i think it can be fixed try to find the trouble shoot number that's can be useful maybe
I have internet but my MSN Messenger and Hotmail dont work...What can I do ...is it my programs or what..Help?
You should update those programs, or uninstall it and install it again. Since you have internet, I would suggest,
updating it
or uninstall and reinstall
it should work just fine

2-Open tools
3-Select the advanced tab
4-Uncheck third party browser extensions
5- Reset
6-Login to hotmail
